Cuban President emphasizes on minimizing bureaucracy and improving housing program

Photo: ACNPhoto: ACNHavana, July 9.- The elimination of unnecessary bureaucratic obstacles and a better mobilization of resources for the execution of works were topics underlined in the speech of Miguel Díaz-Canel Bermúdez when analyzing the housing situation during the sessions of the National Assembly of Popular Power.

At the meeting of the Committee on Industry, Construction and Energy, the Cuban leader stressed that in the first six months of the year the planning and control processes were improved, which has allowed the Housing Program to be attended to in a different way. .

He indicated that one way to comply with the people and with the plan is to start already the documentation of the cases that will be attended in the next year, in order that these are resolved in the period conceived, since it is a program social fundamental for the country.

Referring to the negative aspects, he said that the provinces of Artemisa, Villa Clara, Holguín, Granma and Santiago de Cuba have to increase their work rhythms in order to fulfill the 2019 plan, and warned that there has been a general bad treatment regarding the housing problems of mothers with more than three children.

He also noted that there has not been adequate attention to people interested in legalizing their homes, and there have been difficulties in acquiring resources, so it is urgent to look for alternatives at the local level.

He recalled that it is important at the time of directing stop to take account, analyze the problems in order to make an effective fulfillment of the planned, optimize the work processes and take advantage of the potential of computerization for process management and decision making.

The deputies acknowledged that the pace has been slow in their territories, but they were optimistic about the possibility of moving towards the planned, because at the provincial level has been a systematic analysis of the issue and possible solutions.

Reinaldo García Zapata, deputy and president of the Provincial Assembly of People's Power in Havana, said that in the capital were completed in July about 100 homes of those affected by the passage of the tornado in January this year.

He announced that another hundred should be completed this month and that the total number of homes affected by the natural event is expected to be recovered by September.

He explained that this was possible thanks to the creation of a managing body for bureaucratic problems and of materials stores only for the subsidized ones.

Ernesto Barreto, deputy for Pinar del Río, said that currently the province fails to comply with the state housing plan, so they have taken organizational measures, such as extending working hours, finding alternatives for the production of materials and the optimization of the constructive capacity.

The 39 percent of the housing fund in Cuba is in regular and poor technical condition, because of its geographical location 76 percent are in urban settlements and the rest in rural areas; while the impact of hydrometeorological phenomena is pending 209 thousand 861, according to their statistics.
