New procedures for the implementation of economic and social guidelines

Photo: RHCHavana, July 12. - The Cuban parliamentarians gathered in plenary were informed of the application of the new procedures for the implementation of the Guidelines of the Economic and Social Policy of the Party and the Revolution, updated in the 7th Congress of that organization.
As part of the activities prior to the 3rd. Ordinary Period of Sessions of the current legislature of the National Assembly of People's Power, Marino Murillo Jorge, member of the Political Bureau of the Communist Party and head of the Permanent Commission for Implementation and Development, explained that these measures derived from the 5th Plenum of the Central Committee, during which a report was presented on the result of the implementation of the approved policies of the 6th Congress until then.
The party meeting, in which causes and conditions were identified that caused a part of the policies not to reach all their objectives, ruled that the "Commission did not manage to involve the organs, organisms, organizations and entities in the implementation process in an organized manner".
"Consequently," said Murillo Jorge, "in the conclusions of the report itself, it was stressed that in the planning and execution of the Strategic Projection for the implementation of the Guidelines in the period 2017-2021, the Administration Bodies should actively participate Central of the State (OACE), national entities and the Local Organs of the Popular Power ».
From the 6th Congress of the Party to the celebration of the 5th Plenary of the Central Committee, in March 2018, 159 policies had been approved. In the Plenary one hundred (67 percent) were analyzed that had legal norms issued and had a period of implementation that allowed them to be evaluated.
The hundred examined was grouped into three categories -explained Murillo Jorge-, in the first, 43 policies that had reached their objective were located; 39 who partially achieved it; and 18 that did not reach the planned objectives. It was known that from the plenary session of the Party in March of 2018 to today another 47 policies were approved, to add to date 206, highlights Juventud Rebelde.
The Head of the Commission reflected that with the participation of the OACE in the implementation of the Guidelines, we work in a more comprehensive and organized way. Everything will depend on the ability and intelligence to lead the process, he said. (RHC)
