Details about the salary increase and Social Security pensions

Photo: GranmaPhoto: GranmaHavana, July 22.- Details on the salary increase announced and the increase in Social Security pensions were announced through resolutions 16 and 25 of 2019 of the Ministry of Labor and Social Security (MTSS), published in the Gazette. Extraordinary Official No. 13, on July 18 and which come into force from the 1st. of that month.

Specifically, Resolution 16 orders everything related to the increase of pensions by age and total disability, less than 500 pesos, which benefits not only pensioners who receive pensions from 242 to 499 pesos per month, but also those who had already received an increase in October 2018.

Resolution 16 establishes the scale for the increase of pensions and specifies that in the case of those ranging from 401 to 455 pesos per month, they receive an increase of 45 pesos each, and from 456 to 499 pesos per month, they rise up to 500 pesos .

It is also specified that in relation to pensions granted for death, granted prior to the entry into force of this Resolution, is made on the amount of the deceased, in accordance with the provisions of Law No. 105, Social Security. This also remains in force for new pensions granted for this reason.

Another aspect that remains is the increase of 70 pesos per month to the families that receive temporary cash benefits from the Social Assistance.

In relation to the salary increase, designed for all workers in the budgeted sector, Resolution 25/2019 of the MTSS establishes the scales and rates applicable to all occupational categories, as well as the payments for recent graduates during the period of compliance with the Service. Social, when they do not occupy places.

The regulations specify that the occupations of service workers are located from group I to VI, both inclusive; the occupations of administrative workers, from group III to VIII, both inclusive; the occupations of workers, from group II to VIII, both inclusive; technical positions from group V to XXIV, both inclusive; and the positions of cadres from group IV to XXXII.

In addition, the complexity groups of the technical positions are modified with a higher level qualification requirement, being as follows: those that are currently in the complexity degree IX pass to the XIV, those that were in the X, become in the XV; the XI becomes the XVI, and the XII becomes the XVII.

One of the particularities in which Resolution 25 is stopped is that, in the case of the position of Senior Chart Specialist, the complexity group XXIII of the wage rate scale is assigned.

Likewise, for the charge of Warehouse Manager, belonging to the occupational category of service workers, different complex groups are applied, in correspondence with the classification of the warehouse, also taking into account the level of use of these. For example, a category A warehouse is considered in complexity group VI; one of category B, in the complexity group V, and one category C, in group IV.

It also highlights in the content of the Resolution, the approval of the positions of head of the Office of Control of Classified Information (OCIC), to be used in organs, agencies and national entities, with a monthly salary of 1 120 pesos; and executive secretary, belonging to the occupational category of technicians, in correspondence with the level of management that attends. In the latter case, salaries would be 670 pesos, when it serves senior managers, and 620 CUP when it is responsible for other managers and executives.

Additional monthly payments are maintained for abnormal working conditions, rotating shifts, special work regimes and special working conditions, as regulated by specific regulations. In addition, for working on night shifts, in the amounts of 0.08 cents per hour from 7:00 p.m. at 11:00 p.m. and of 0.16 cents per hour from 11:00 p.m. at 7:00 a.m.

Other payments that are also maintained are the coefficient of social economic interest of 30% of the basic salary for workers who work in the municipality of Caimanera, province of Guantánamo; and by simultaneous with the position of origin, the operation of generators.

A separate mention deserves the master's degree or the equivalent specialty recognized by the Ministry of Higher Education, which will continue paying with 80 pesos, as well as the scientific degree of doctor, which is remunerated with 150 pesos. It is clarified that these additional payments will only be received for a single degree, as long as the professionals hold a post with university-level requirements.

Resolution 25 leaves without effect the remuneration of 70% of the salary corresponding to Saturdays in the work and rest regimes in the entities where it is currently authorized. Likewise, the payment and stimulation systems that are applied in the budgeted units, with the exception of those approved for the community hygiene activities of the local administrations, to the Translators and Interpreters Services Team (ESTI) and for the production and realization of radio and television programs.

Likewise, the additional monthly payments are suspended in the budgeted units corresponding to the technical charges (30 pesos) and to the business improvement in the entities authorized to apply it.

Exceptionally, the salaries currently received by workers in amounts higher than those resulting from the increase provided by Resolution 25 of the MTSS, while the workers remain in office, are maintained by waiver.

INDICATIONS OF THE PRESIDENT

• Today we are not talking about a wage reform, we are talking about a salary increase in the budgeted sector. We will go to the wage reform later, as part of a process that has already been designed, which is broader (...) and includes a reform in the pricing policy; it carries monetary and exchange unification and elimination of subsidies.

• This process we have to support with a guarantee in the retail circulation to avoid inflation, which implies strengthening a group of goods and services that we can provide to the population, to (...) use it in things that benefit their quality of life and your consumption

• In places where we have a non-covered workforce, (...) people will be encouraged by this increase; but we have to get those who join (...) are people who will contribute.

• This has to be supported by a style of work in the management of different government, where there is more thought and analysis, where we try to discard everything that shows inertia, indolence, obstacles, bureaucracies, lack of sensitivity and revolutionary restlessness, lack of control and attention to sensitive problems of the population, delays in responses and botched.
