The creation of the Agricultural Group Business subordinated to the Council of Ministers

Photo: RHCHavana, Aug 2. - With the purpose of perfecting and revitalizing the efficient management of the Acopio business system, today, the legal norms that implement the decision to maintain and strengthen are published in the ordinary Official Gazette number 56 This Superior Business Management Organization (OSDE) of Acopio, now as a Business Group subordinated to the Council of Ministers and attended by the Minister of Agriculture.
This decision makes it possible to separate the collection and commercialization activities from the merely productive ones, by having different missions and processes, because until now the Acopio business system was subordinated to the Agricultural Business Group, which has as its main function the productive activity and provision of services.
This advances the implementation of Guideline 155 of the Economic and Social Policy, approved in the 7th. Congress of the Communist Party of Cuba for the 2017-2021 period, Emilio López Barrios, deputy director of the Gathering Union, explained to Granma.
With its 12 provincial companies, the Acopio Business Group is in charge of the management of contracting, collection, transfer and sale of agricultural productions, between the productive bases (cooperatives and agricultural companies) and the approved food distribution and supply destinations.
There are five other business groups that have large volumes of agricultural productions, which are marketed directly by agricultural companies and cooperatives to approved destinations.
«For more than five years the commercialization activity has expanded and diversified. The producer can directly market his productions to the different destinations approved in the contracting.
«It is about that this osde, besides collecting and commercializing, is the one in charge to realize the balance for the shipments of the productions towards the destinations approved in the contracting; as well as receiving, evaluating and controlling the information that the rest of the marketers pay at the national level, ”said the director.
The strengthening foresees providing the necessary logistics in transportation to the OSD, gradually recovering the infrastructure of purchase points, warehouses, workshops, wholesale warehouses, profit plants (benefit and packaging), provision of measuring equipment (scales, weights, etc.) and of packaging, for its correct operation; It will also require special attention the preparation of personnel for the performance of these functions.
This will contribute to increasing the contracting, storage and sale of a greater quantity of agricultural products; facilitate the management with the productive bases; It will have greater volumes for the different approved destinations and will favor the municipal self-supply of agricultural products. It will also allow redistributing productive surpluses and solving product imbalances in the event of natural disasters.
A challenge to be specified for the new entity will be to pay more attention to the financial issue, particularly debts, and ensure timely payment to producers. For this, it will have to work with superior dynamics and agility in its efforts, prioritizing the arrival of products in time to the population, schools, hospitals, medical diets, industry and commerce.
«We are in a process of dignification that includes improving the image of the network of state agricultural markets so that the products have a good presence and permanence in the platforms, and also have an attractive exhibition. We work to increase pre-processed and packaged products that provide greater facilities for consumption,”said López Barrios, and exemplified such markets in Villa Clara, Las Tunas, Camagüey, Holguín and Santiago de Cuba, with good reception by the population. The building, today under repair, of the Cuatro Caminos market, in the capital, is prepared for such purposes.
All this will contribute to a better satisfaction of the demands of food coming directly from the countryside and to the necessary food sovereignty aspired as a goal for the country. (RHC)
