Analyze policies for the improvement of the land management system

Photo: GranmaHavana, Aug. 2 - Headed by its President, Miguel Díaz-Canel Bermúdez, the meeting of the Council of Ministers corresponding to the month of July was held, in which, among other topics, the policies for the improvement of the system of ordination were analyzed territorial and urban and for land management; the special plan of planning of the tourist pole of Varadero; the territorial planning scheme in four mountain ranges of the country; and the results of the recently concluded sugar harvest and the projections for the next contest were known.
In presenting the policy for the improvement of the territorial and urban planning system and for land management, Anelis Marichal González, director of Territorial Planning and Urban Planning of the Institute of Physical Planning, said that it is the result of the working group composed of representatives of different agencies and entities; In addition, for its elaboration, experiences from other regions of the world were taken into account.
Among the main problems that remain today, the lack of articulation between the territorial and urban planning instruments with the Economy Plan, and the insufficient participation of the key actors in the development and management of these instruments were highlighted. It also manifests an inadequate valuation of the soil and its poor management, as well as the low densities of its occupation due to the use of typologies and constructive technologies that are not favorable.
The high social conditioning of physical planning - Marichal González said - has demanded that its instruments constitute useful tools for the exercise of public administration, as they become a territorial complement to economic and social development plans.
Hence the importance of the policy approved by the Council of Ministers, from which the activity of territorial and urban planning and land management is fully supported, which is endorsed by guidelines 91 and 97 of the Economic Policy and Social of the Party and the Revolution approved in the VII Congress of the Communist Party of Cuba.
The President of the Councils of State and Ministers pointed out the enormous importance of this policy that allows for a guide in territorial and urban planning in relation to land management.
Later, Samuel Rodiles Planas, president of the Institute of Physical Planning, presented the Special Urban Planning Plan of Varadero, considered the main tourist center of the country.
With 22 kilometers of white and fine sand beach, warm and transparent waters, it constitutes a natural heritage par excellence that will have about 45 thousand rooms, which also include complementary services and facilities.
The approval of this Special Plan, designed in stages, strengthens order and control over the territory and its area of influence; conducts the investment program taking into account the current and future perspective in the territory; as well as corresponds to the strategic lines of economic development of the nation.
In this regard, the president of the Provincial Assembly of Popular Power in Matanzas, Tania León Silveira, considered that this Plan reinforces the existing determinations and regulations and defines in detail the path to be followed after seven years in which it has traveled process that has been creating the bases to consolidate the territorial planning in the Peninsula.
For its part, Díaz-Canel appreciated that with the implementation of this Special Planning Plan, the indication and aspiration of Army General Raúl Castro Ruz must be enforced
to continue beautifying the town until it becomes a jewel, so that Varadero remains that Pole that distinguishes tourism in our country.
Later, the Council of Ministers also approved the Land Management Plan of the Mountain Massifs, an instrument that, as explained by the President of the Institute of Physical Planning, aims to propose a model capable of promoting the rational and sustainable use of resources natural, efficient land use, development and elevation of the living conditions of the population and the strengthening of the human settlement system.
He said that these geographical accidents “occupy 16.4% of the Cuban territory, are present in 47 municipalities in nine provinces, concentrate 50% of forested formations and provide permanent residence to some 550 thousand people, which means 5% of the total population of the country ”.
Among its potential, he highlighted the existence of soils for agroforestry production; forest reserves with a predominance of natural forests and six river basins of national interest; important metallic, non-metallic deposits and mineral and medicinal mineral waters; as well as 69 protected areas, whose environmental, landscape, cultural and historical values allow to enhance different types of tourism.
The presidents of the provincial assemblies of the territories where the massifs are framed, agreed to highlight the usefulness of the document as a work tool to guarantee the sustainable development of mountain areas.
AZCUBA IN PERSPECTIVE DEVELOPMENT
Julio García Pérez, president of the Azucarero Azcuba Group, informed the Council of Ministers that 87% of compliance with the Plan of tons of sugar was reached in the recently concluded sugar contest.
Among other causes, it was affected by 13% due to low agroindustrial efficiency; lack of complete workforce; no entry in time of a group of assurances, which affected the enlistment and availability of plants, harvesters and trucks; high time lost industrial, in the harvest and in the transport; poor state of the cane roads; weather incidence; and external effects.
Notwithstanding these realities, García Pérez acknowledged that “the breach of the sugar plan could have been minimized with a greater use of the potential norm in the period in which the atmospheric conditions allowed it and a better work of organization, direction and discipline”.
The Council of Ministers also approved the projections for the 2019-2020 harvest.Salvador Valdés Mesa, first vice president of the Councils of State and Ministers, defined as strategic everything related to sugarcane recovery, for which the maximum effort is required In the remainder of the year and comply with the cane planting plan. This is not only important for the production of derivatives, but also for the future prospects of changing the country's energy matrix and the fundamental role that cane biomass has in it.
Similarly, President Díaz-Canel insisted on the need to introduce the results of investigations into the problems that the harvest has, so that solutions are proposed that allow working on a “firmer ground”.
He also stressed that exports in the sector, especially derivatives, should continue to be enhanced, a route that offers new possibilities, and within which there are currently important businesses in different phases, mainly with the rums.
He also pointed out that the first bioelectric plant will be incorporated in the next harvest, as part of the renewable energy sources program, which should have a positive impact on what it can contribute to the generation of electricity and the benefits in performance and profitability of the sugar industry.
Another issue that should be paid attention and science - he stressed - is the development of seeds and cane varieties.
Later, Rodrigo Malmierca Díaz, Minister of Foreign Trade and Foreign Investment, presented a comprehensive analysis of the work of the Azcuba Sugar Group in foreign investment, use of external credits and exports, as part of which “it is necessary to identify experiences positive, review difficulties and vulnerabilities and project superior results ”.
He acknowledged that the Business Group has been gaining experience and assuming the conception that foreign capital is a priority for the sector.
With regard to obtaining loans, Malmierca Díaz stressed the importance of ensuring that the new financings that are managed link the debt service with the results of the investment itself and have well defined sources for repayment.
He explained that, despite the productive breaches, at the end of June 2019, exports in securities exceeded 116.7%, motivated by obtaining favorable prices with respect to the Plan designed and the sales of derivatives.
WHEN INTERNAL CONTROL IS DISCOVERED
Two cases that denote lack of control of resources, monitoring and sensitivity by those who carry out responsibilities, were presented by Gladys Bejerano Portela, Comptroller General of the Republic.
In both, the rules of the internal control system were breached with the consequent violations and indiscipline, and lack of risk identification and preventive measures. It was also found that the counterparts of the directors and the collegiate management bodies did not react in a timely manner to these problems, became part or coexisted with them.
The President of the Councils of State and of Ministers insisted that waiting for another to do what he deserves is not as we have asked to work; We have talked about revolutionary sensitivity and concern, also about the responsibilities that should characterize those who perform administrative functions. No one can stand here when they know that something is being done wrong.
