Urge Lazo to modify mechanisms that encourage citizen participation

Photo: RHCHavana, Mar 4.- Esteban Lazo Hernández, president of the National Assembly of Popular Power, urged to take advantage of the experiences of the recovery of the tornado that occurred on January 27 last to modify the mechanisms that encourage citizen participation.
The proposal was made in the plenary session of the Provincial Assembly, where the results of the implementation of the program of integral improvement of the Popular Power were analyzed, whose third objective is precisely to expand such avenues.
The delegates agreed on the magnitude of the solidarity shown by the Cubans - especially the young people - to help the victims, a sign of their commitment to the political system of the island, the ACN highlights.
Reinaldo García Zapata, president of the Provincial Assembly of Popular Power (APPP), explained that in the process of evaluating compliance with the program, the interventions were related to the efficiency and effectiveness of the plan and the budget, the confrontation with crime and social indiscipline, as well as the link of the administrative with the base.
There was a dialogue about the importance of addressing the pending solutions, of fostering integrated community transit and of raising the quality of services.
During the plenary session of the APPP, the liquidation of the 2018 budget, the work objectives and the plan of activities of the local bodies of the Popular Power for the current year was approved.
The evaluation of the results of the first process of accountability of the delegate to his constituents was also on the agenda.
In this regard it was reported that the 11 thousand 105 meetings planned were developed with the participation of 77 percent of the citizens summoned.
The APPP secretariat noted that there was a slight decrease in the average attendance compared to the previous process, which was influenced by a weak publicity campaign, instability in the work of some delegates and the existence of registered voters in constituencies in which reside the main approaches were related to the maintenance of citadels, buildings and stairs, demolitions, repair of roads and commercial units and requests for extension of public and private telephony.
The session was also attended by Mercedes López Acea, a member of the Political Bureau and the Secretariat of the Central Committee; Ricardo Cabrisas, vice president of the Council of Ministers; and Marino Murillo Jorge, head of the Commission for the Implementation of the Guidelines. (RHC)
